The Council approved the contract for professional engineering services with McAdams for the Hilltop Road Stabilization Project. Services include surveying, subsurface utility engineering, roadway and hydraulic design, geotechnical investigation and consultation, erosion control planning, and bid support. Council approved the Tropical Storm Helene Water Infrastructure Mitigation and Reconstruction Enterprise Capital Project Fund Ordinance. This capital project was created to ensure compliance with the NCDEQ (NC Dept. of Environmental Quality) Bridge Loan. Council approved a resolution to amend the Round One Cash Flow Loan Program Agreement to recognize more flexible repayment terms and to ease the burden of the repayment obligations of the initial agreement approved March 10, 2025. https://blackmountainnc.portal.civicclerk.com/event/778/files/attachment/339
Council approved the Hurricane Helene Grant Project Ordinance, Approved the State Cash Flow Round Two Resolution and approved project budget amendments. The State Cash Flow Round Two Loan for Disaster Response with the NC State Treasurer's Office is in the amount of $465,661.06. Council approved the resolution to accept this loan agreement. The Grant Project Ordinance and budget amendments recognize the revenue and expenditures from Hurricane Helene and includes the Round Two State Cash Flow Loan amount, insurance proceeds, and moving of infrastructure loan monies to the water infrastructure enterprise fund.
