Mountain Valleys Resource Conservation and Development (RC&D) Council, which serves an eight-county area of Western North Carolina including Buncombe County, is a nonprofit organization that brings together people, needs, concerns, opportunities, and solutions. Their focus is on helping communities plan and implement projects that will protect and develop local economic, natural, and social resources that improve the economy, environment, and quality of life.

What type of assistance can Mountain Valleys offer?
Mountain Valleys RC&D Council can help a community by providing vehicles for achieving a goal and completing projects. Mountain Valleys identifies agencies or organizations that can assist in completing each step of a project plan, serves as a source of technical assistance, and can provide financial resources. However, a project is not an "RC&D project" in the sense that Mountain Valleys does everything. Local leadership and support are key elements for any successful project.
For example, Mountain Valleys RC&D can help a community:
create a park
preserve a historical site
correct erosion problems
open a tourist attraction
work on water quality issues
promote local industry
stabilize a storm water channel
build a timber bridge
RC&Ds are not entities of government; therefore, the usual policies and constraints of local, state, and federal government programs do not limit them in the kinds of issues they decide to address or how they decide to do it. Local people on the Council determine the types of concerns, projects and activities in which they will become involved.
